Actually, it depends on the health department. If your health department does provide public health clinics, you can go in for an examination and they can usually write you a prescription. If you can find the women's clinic hours, or the STD clinic. They will be best equipped to help you with your UTI. Trouble is, it can be quite a wait. Look for an urgent care clinic, and do your best to buy your own health insurance for future needs.

If you are referring to a county health department, they don't usually see patients or have doctors available for people to see.

If you are talking about a college health services type place, or a walk-in clinic, I don't see why not!
