In the UK if you are involved in a collision with the following animals (covered by the Road Traffic Act) you have to report it as soon as practicable and in any case within 24 hours.
I remember it by the Pneumonic, PC SHAG'M & Dog;
P= Pigs
C= Cattle
S= Sheep
H= Horses
A= Asses
G= Goats
M= Mules
Dog = Dogs!
Those are what are stated in the Road Traffic Act. So unfortunately your sister is incorrect, thats if youre in the UK that is. Break it to her gently!!

In the UK, you have to report Swans and Deer as both are protected by Royal Charter. Basically, the Queen owns all Swans and all our Deer. However, if you run down a deer, it will be extremely expenseive due to the damage it will cause to your vehicle. If there are no witnesses, the illegal thing to do would be to "steat" the Royal property (deer) and sell the meat to good restaurants etc. Then, put in a claim to the insurer as unexplained damage. You left your car parked and upon returning you discovered the damage. To do this would be strictly illegal, so don't do it LOL PS- Do Mother-in-Laws qualify for protection? LOL

In Texas you better report a cow or horse hit, but there really isn't that much "hit and run" of cows and horses, as they tend to destroy the car with the impact.
When I lived in the country, we'd stop when we saw snakes, get out, get the shovel, and kill 'em before going on. No need to report it.
I don't think it's very easy to kill a duck or a goose or swan, you'd probably have to swerve a lot and run onto the grass ;)

you might want to tell the owner in the nearest house that you've just hit their duck or whatever, out of courtesey. You have to report livestock to the farmer or police. I hit a lamb by accident once, it was actually OK and the farmer wasn't about to shoot me or anything! and the police will have to move the body off the road for safety if you can't.

Wild, you don't have to report it, as long as it wasn't so big as to cause an accident with other cars involved. Livestock and domestic you'd be best off reporting, because if the owner is some idiot, they'll try to sue your butt off, no matter what the law states, because yes, the animals are their property.

It varies widely by area.
Some places you have to for deer because only a state trooper can kill it if its still alive, other places you can just leave it or take it home and eat it.
Livestock-and be prepared to pay for it as it is considered the person's livelihood.
Cats arent required anywhere to my knowledge.
Dogs are required nationwide.
Any animal that is protected of course, and stick around to defend yourself.
Also any animal that may be dangerous if it isnt dead (ie. bear-protected anyway though).

I've never heard of any law that we have to report road kill (if we're the ones that killed it) but I would think if the animal is quite large and could injure the next motorist you should, out of courtesy, report it.

????? Are you kidding me? Feel free to hit as many little animals as you like. We don't care. I prefer possums myself. Damage your car all you want, could care less. Only time you have to report is if you damage someone else' vehicle or if a person (not animal) is injured. Livestock would be the only consideration I would think of calling about. But pets and wild animals...game on Garth.
