The best response to the question of police harassment I have ever seen, from a fellow officer in California:
It is not easy. In California we average one cop for every 2000 people. About 60% of those cops are on patrol, where we do most of the harassing. One fifth of that 60% are on duty at any moment and available for harassing people. So, one on duty cop is responsible to harass about 10,000 residents. When you toss in the commercial, business, and the tourist locations that attract people from other area, sometimes you
have a situation where a single cop is responsible to harass 20k or more people a day.
A ten hour shift runs 36,000 seconds. This gives a cop one second to harass a person, and three fourths of a second to eat a donut AND find a new person to harass. This is not an easy task. Most cops are not up
to it day in and day out. It is just too tiring. What we do is utilize some tools to help us narrow down who we harass.
They are as follows:
PHONE: People will call us up and point out things that cause us to focus on a person for special harassment. "My neighbor is beating his wife" is a code phrase we use. Then we come out and give special harassment.
Another popular one on weeknights is "The kids next door are having a party."
CARS: We have special cops assigned to harass people who drive. They like to harass the drivers of fast cars, cars blasting music, cars with expired registration tabs, and the like. It is lots of fun when you pick them out of traffic for nothing more obvious then running a red light. Sometimes you get to really heap the harassment on when you find they have drugs in the car, are drunk, or have a warrant.
RUNNERS: Some people take off running just at the sight of a police officer. Nothing is quite as satisfying as running after them like a beagle on the scent of a bunny. When you catch them you can harass them for hours.
CODES: When you can think of nothing else to do, there are books that give ideas for reasons to harass folks. They are called Codes. Penal, Vehicle, Health and Safety, Business and Professions.... They all spell
out all sorts of things for which you can really mess with people. After you read the code, you can just drive around for a while until you find someone violating one of these listed offenses and harass them. Just last week I saw a guy smash a car window. Well, the code says that is not allowed. That meant I got to harass this guy.
It is a pretty cool system that we have set up, and it works pretty well. I seem to have a never ending supply of folks to harass. And we get away with it because the good citizens who pay the tab like that we
keep the streets safe for them.
Next time you are in my town, give me a single finger wave. That is a signal that you wish for me to take a little closer look at you, and maybe find a reason to harass you.

I know the feeling-been there myself. Find out why youre being harrassed-is it justified? Did you get busted for something legit the first day there? Are you breaking a local law you dont know about or a law that was ignored in your old home?
Or is it just normal stuff? Some areas target people from out of town. Others target drivers of certain cars (specifically after break ins where a car is the only link). Look for the common thread and fix it.
I have trouble believing its been 2 years with no justification on the sherriff's end, but it could happen.

Go take a look at the vehicle you drive. Then look at some of the others on the road. What stands out about yours? What is it about your vehicle that would make police from the "state of misery" want to pull you over all of the time?
I had a similar thing happen to me a few years ago. I figured out that it was because I had a lot of sports paraphernalia from a not-so-popular rival sports team all over my vehicle. I took the stuff down & stopped getting pulled over.

Move to another state again, perhaps Texas. Missouri isnt as bad as some places though. In North carolina there are cops everywhere. It depends on where you go. Once you have a record the police keep tabs on you where ever you go.

You say you are being harassed.
However, you do not state the reason the police gives to do so.
Perhaps you might need to adapt to changed surroundings.
You are for all intents and purposes in a place that is practically a foreign country.
Consider the option you might be causing their behavious (speeding, reckless driving - the definition in TX might be different)

DO NOT TRY THIS AT HOME!!! I gave him something to clear up that bruise on his forehead, then, went to the PD and told his boss that I did it. Now they send 2 cops to my house if they need to talk to me, then the chief comes by later to be sure that they were courteous and respectful. This is not an action that I would recommend cause you will have a cop with a grudge running the streets still. And we all know how their buddy system works. But, there are times that you MUST show them that you are willing to take a stand and are capable of the same misery they are creating.

One of these days, these young, arrogant cops will grow old and dim. They will become ordinary citizens. Then they will be amazed to find themselves the victims of police harrasment: getting scormed, tazered, getting arrested for refusing to follow orders. When they complain about it, we can call them "unpatriotic, criminals, whiners, liberals." I love the idea of a former police officer getting kicked around by some younger cop who doesn't give a flip about his feelings or rights. Now that would be something....watching them get the same harassment they gave to other people once, a long time ago.
