Go into a pet shop and ask if there is any deterrant that will stop him doing that. Dogs usually find their own place to go by the scent they leave and stick to it so you need to find somethin that will get rid of any trace that he has been there. This mite help him find his own spot in his own garden. Also tell your neighbour as they mat be able to put in some other measures like a taller fence or train him not to go into your garden, to help too.
