I know Penske did for sure, it's in the history portion of the Penske Racing webpage. This is the first year F1 is referenced on the Penske history page:

"1975 Team Penske encounters tragedy through the loss of Mark Donohue while practicing for the Austrian Grand Prix Formula One race."

I can't find any info to support Ganassi ever owning an F1 team on their webpage. The only mention of F1 I could find was in reference to JPM, and he didn't drive for Ganassi when he was a F1 driver.

"In 2006, Montoya was in sixth place in the F1 Championship Standings after 10 races when on July 9, he along with his former boss Chip Ganassi announced to the world that he would be leaving McLaren and Formula One racing to re-partner with Ganassi…but this time in a stock car."

It's Roger Penske. He's had his hands in so many racing series. F1 represents a rare venture where he hasn't had a top team.
