I would suggest using a slow cooker. That way you can leave it on for the eight hours and it will cook over the course of the day without burning.

I have not looked at the answers you have already received, don't take any notice of this, just buy yourself a pressure cooker saucepan and you will make this soup in less than an hour, with no crap burning etc

Good GRIEF I could not cook something that took 8 hours!
I would suggest - if this is something you make regularly - that you try a crock pot (which cooks it for however long you want, and keeps things tender) or a pressure cooker.

sorry but dont u think its waste of time .i mean cooking a soup for 8 hous.i just cant imagine.todays wold where everything is instant u cook a soup fot 8 hours.how u get so much time yaar.by the way y dont u try read to made soups which will cost u less n u can save ur gas up to much and 100 percent taste garantueed okkkkkkkk

the pot that you are using is either too thin and conducting the heat in hot spots, turn your temp down to as low as possible without it going out. what you need is either a crock pot or use a cast iron pot or clay pot. If neither of these items are something you have, then put it pot in the oven and set at a low temp.

You need to get a stove with a smaller surface, and at it 's lowest. Your stove burner could be big, and even at it's lowest, it is still pretty hot.
Try closing the lid, or using a pressure cooker with the lid fully close to prevent evaporation. That keeps the nutrients, and the aroma intact within the pot.

My mum's always use a electric slow cooker to make nice soup especially require to cook it more than 4hours soup or even overnight cooking.

Keep it on low.
If using a gas burner you can do two things.
Use a diffuser or raise the burner by adding another burner top piggyback on each other to lift the pot up.

all you have to do is start by boiling the lamb shanks . then when the lamb is tinder you can add the vegetables. you add them last because it does not take long to cook .
