We haven't intimacy yet...he said isn't the time we have been dating 3 months.

Tell him its getting so bad its considered a form of abuse. Most guys will perk up and listen when they realize they may be "abuseing" you rather than just playing. If it doesn't stop tell him to cool his jets or its over.

Well if you referring be together in bed , boys never scratch a skin of a women is the opposite.
Maybe he get nerves at that time.
Well at least tell him that boys don't do that on bed.
Or his orgasm is very exiting for him , but when we feel that never scratch that way.
