Try reverse crunches-lay on your back with knees bent and raise legs uuntil calves are parallel to the floor. Tighten abs and use them to lift hips off the floor-this targets lower abs.
Or crunches on an incline bench will work.
Cardio is activities like running, biking, tennis, swimming that raises your heart rate and benefits the cardivascular system vs. building muscle mass.
Also, consider that at your age that small amount of fat may be baby fat and go away on it's own.
Also, for lasting lifelong fitness, you really should do strenght training for all areas of your body and cardio as well. There is a lot of info out there to help you develop a total fitness program. You may not think you need it now, but it gets harder to form the habit later in life.
