That was Paul writing and he said, " For that which I do I allow not: for what I would, that do I not; but what I hate, that do I". Another is "For the good that I would I do not: but the evil which I would not, that I do". Romans 7:15&20. I quote that all the time because I am just like him in that way. Here is the NIV version of Romans Chapter 7 that addresses your question (the numbers below are the verses):
15 I do not understand what I do. For what I want to do I do not do, but what I hate I do. 16 And if I do what I do not want to do, I agree that the law is good. 17As it is, it is no longer I myself who do it, but it is sin living in me. 18I know that nothing good lives in me, that is, in my sinful nature. For I have the desire to do what is good, but I cannot carry it out. 19 For what I do is not the good I want to do; no, the evil I do not want to do—this I keep on doing. 20 Now if I do what I do not want to do, it is no longer I who do it, but it is sin living in me that does it.

romans is a great book, it talks to your heart, and clearly explains where you should be
I believe Paul wrote it.
Paul was a big time Christian hater, turned round.
Read bout his converstion, he killed St Stephen, the first martyer
So much history, for the myth minded ones out there.
