Why would they do that? There are 40 million people in this state. We're not exactly experiencing a population shortfall.
The only places that pays you to relocate are the kind of settlements nobody wants to move to.
The Yukon and Northwest Territories in Canada still pays new residents money ($30,000 to $50,000), but that's because it's frozen all year long and nobody wants to live there. And the only reason why the Canadian government cares is because they need settlers there to lay claim to the oil underneath all that ice.
In terms of the U.S., I don't think any state government actually pays you to relocate there anymore. With even the smallest states having over 500,000 residents, nobody is in danger of emptying out. Places like Montana and Alaska will give you a huge tax cut for living there. But that's as far as they'll go.

No. However, if you are moving based on employment reasons, you can use the expenses as a tax write-off on your Federal tax.
