some academys allow civilians to take it and get the accreditation's but with the understanding you aren't employed by a police dpt.
cost and availability varies per area
they don't cover the k9 dpt usually, it's something that you get in to once on the force... when an opening becomes available you try to get on with that area, same as swat.

to get hired to most police dpts now a days you do have to have some college or military experience.
again depends on area.

call your local police dpt academy for more specific info pertaining to the curriculum
no info about FBI sorry

Think of Police Academies as trade schools. Most are governed by the individual states rules. If a department is big enough then they often operate their own. In Ca there are numerous academies affiliated with local community colleges. Canine Handlers are chosen from the police force then go through a separate training system. Tuition is running at $980 I am told. To get in an academy is no problem, to get hired by a department will probably require the equivalent of a two year degree. The FBI requires a four year degree to apply. The operate their own academy.

Each city has thier own requirements. You need to contact your city's PD dept to see if they are hiring people people that are your gender, age, and ethnicity.
Then contact the the college that works with your PD dept to find out what course you will need to take. K-9 is usually for people who have been on the force for a few years and is offered to more veteran police officers who then receive training at that time.

I don't know anything about the FBI, sorry cant help ya there.
