My 3 1/2 year old son's favorites are:

Hop on Pop
Snug House, Bug House
Chicka Chicka Boom Boom
Chicka Chicka 1 2 3
Llama Llama Red Pajama
Goodnight Moon

He's also really (really, really, really!) into tractors, so there's a shelf practically devoted to books about them. Pick his/her favorite interests and do a search by subject on your local library's website. You'd be surprised by what you find. :)

I love books and I'd love to recommend lots of them! I just have to be able to remember specific titles right now...
"George and Martha" is good. There are about 4 titles and they are hippos, by something Marshall
"Little Bear" by Maurice Sendak, there are also 4 or 5 of those.
"Frog and Toad" also 4 or 5 of those
"Mike Mulligan and the Steam Shovel" by Virginia Lee Burton
"Katy and the Big Snow" also by Virginia Lee Burton
Kevin Henkes has lots of good titles
Ezra Jack Keats has lots of good titles
Lillian Hoban is a good author, I think she wrote the "Frances" books
"Knufflebunny" is a really good one. I think it's by Wilhems (or something similar to that)
I love the original "Winnie-the-Pooh" books. There are 4 of them. (they're chapter books but, they are really good and if your kids have been read to a lot they can probably handle it!)
Robert Munsch has lots of good titles -- on the strange side but, clever and funny.
"Laura Charlotte" is a really sweet book, one of my favorites.
Rosemary Wells wrote several books -- she has a series about two bunnies named Max and Ruby.
Good luck!!

Well, I remember reading the Clifford the Big Red Dog series... when I was that age...
and if you think they have a pretty good reading level, then show them the Hank the Cowdog Series... it is more higher.. like around a 5th grade level... but you could always save them for him/her...

My little girl has a book that is called "Fancy Nancy" it is the cutest darn book! I never get sick of reading it to her, I just love it for little girls. My little boys favorite book is "Ferdinand the Bull" it is also very cute. Those are our two favorites at our house.

Great Question!

Anything by Dr. Seuss, Todd Parr, or Eric Carle.
