why are some commuter lanes in the left fast lane and others are in the right slow lanes.?

In Massachusetts the "legal" fast lane is on the left. However it has become common for idiots to use the commuter lanes to speed to work. They were opened merely to help ease traffic flow, not to create a logistical nightmare for people who might want to take an exit.
