Depends what you want to express....
Se venden cabras (generic term for goats - probably good if your goats will be purchased as pets or for their milk)
Se venden chivos (young goats - in my area, this is what signs say when goats are purchased for their meat)
Chivas means young female goats, so you should only use this term if the goats are all females. (Chivas is also the name of a very well-known soccer team in Mexico, so that is probably what came to mind for so many who suggested you use "chivas.")

Goats means "cabras" and/or "chivas" indistinctly. A "chiva" is a young goat and a "cabra" is a goat in general. Having said that, the translations are:
Se venden cabras or
Se venden chivas
Also correct, less popular:
Cabras en venta
Chivas en venta
Even less popular, but also correct:
Venta de cabras
Venta de chivas
