I have a 9yr old son and he would like to have a sleepover the night before his birthday party. One problem is that we dont have any games, toys,movies or game systems. Also I live in a very stricted complex with no back yard and no playgrounds in the area.

You won't be able to keep your house clean during a sleepover. Houses can always get clean again. Just do it when everyone leaves.
Rent movies, have them create their own ice cream sundaes (chocolate and strawberry syrup, nuts, different sprinkles), charades, you could have them each try to draw each other (silliest one wins), limbo with a broom stick, bobbing for apples, etc.

How about if you ask the guests to each bring their favourite board game?
I am a Girl Guide leader, and I can think of plenty of "girls" activities! lol!
Are the kids being dropped off, or are they all walking home from school together? If the latter, you could have a bingo type game, where they all have to try and remember things along the way; what signs say, how many red letterboxes, steps to your apartment, number of bus stops etc. Ask these questions when they get back to your apartment. Prizes for boys that age could be nearly anything! If you don't want to use lollies and sweets, think little novelty keyrings etc.
Is your son a member of a club? Maybe they would have some equipment you could hire?
Making mini pizzas might sound a bit silly, but if you buy pre-made bases, or muffins etc. and have just the toppings to pop on top, the boys can make their own dinner.
Oh, and I always tell my Guides to bring their school drink bottle (or buy some cheap ones at the supermarket) the girls know which drink is theirs, and because they have tops on them, there are no spills!
Better still, ask your son! He will no doubt have plenty of answers!

have a scavengar hunt.
white feather, bottle cap, 6 gumnuts etc....
hire a movie, and have the sleepover, with plenty of popcorn and soda, in front of the TV
have a theme and make up games from there....
make their own pizzas and ice cream sundaes
cover your kitchen table with shaving cream and let them make a clean mess. They'll soon have shaving cream beards and white foamy hands. The shaving cream smells clean and fresh. It also cleans your table

go roller skating then hit a drive in movie. go home tell scary stories under a tent made by a sheet and the kitchen table. pop some popcorn. go to bed. party the next day. that is what i would do or i would go bowling

can you borrow some movies and or games from family or his friends ?
aside from watching tv and making popcorn and
maybe just eat corn dogs/chicken tenders and fries...
you really need to find something for them to do inside or you will have to maybe arrange for someone else to be the location for it.
