Army A has excellent deception plans, excellent strategies off the battlefields, good at luring enemies and setting dead traps,good at tricking enemies... but has inferior armour,weapons, sucks at battle formation and tactics and face to face combats...

Army B has superior precision,battle tactics,battle formations,armour and weapons but they never use any deceptions plans or dont have any long-term strategies or strategies off the battlefield.... If both armies are having a war...whos going to win?????

Army B will win. History has shown that Army A will almost always defeat Army B. Notice I said "almost". There are many factors in play, but given the generalized scenario that you pose Army A wins.

Sun Tzu comments extensively on deception in "Art of War". The Texas' Battle of San Jacinto is a great example that is within the parameters that you set forth.

Note: These are not the only examples but are the only ones listed for the sake of brevity.

Above all else war is a contest of wills, that is the proven constant in warfare from the days of the 300 Spartans, to Picket's Charge, no mans land, D Day, and it is true today. Which ever Army wants to win more, and is willing to fight till judgement day is the Army that will win.

it depends on who breaks down first, as soon as you start playing the opponents game instead of your own (ex. when army A gets frustrated and begins to engage army B in open combat and large scale battles, or army B begins to use gurrilla tactics and loses their advantage in the open field) you lose the war, basically it comes down to who gets bored first

Army B can only lose if it quits. Army B cannot be physically overwhelmed by Army A.
