i scratch my neighbors car 2 days later they file a claim but its a very small scratch like almost 2 months later they got in a major accident after a week there insurane company sent me a letter telling that a substitute vehicle maybe needed do i still need to pay for the damage of that vehicle even the bumper that i scratch is totally damage ?????

Did you tell your insurance of the 2nd accident? You don't owe for that; you owe for the days the car is in the shop being repaired for the small scratch. Labor hours divided by 4 equals the # of days...sounds like it's a 1 day repair.

The best thing to do is to turn it over to your insurance company and let them fight it out. I think the insurnace company is trying to rip you off, and they will save some money. I don't know your age or even if you drive. If you are young, then ask your Dad or some other family member. If they filed a claim 2 days after you did the damage, then 2 months later, your damage should have already been repaired. Do see what your agent has to say about it, maybe he can get it cleared up. good luck.
