Yes, it is in the book of Numbers chapter 22 verses 21-33 contain the story you are looking for. Verse 28 contains the first reference to the donkey speaking. According to the passage it was able to speak because the Lord opened its mouth.

I believe the prophet's name was Baalem or something like that. A king from a different tribe paid him to curse the Jews, but every time he opened his mouth to curse it only came out as blessings.
When was because he had tried to curse what god had blessed that brought an angel down to smite him, but his donkey saw the angel standing just in front of him and would not budge. Baalm got angry with the donkey and began to beat it, so God opened the donkey's mouth so that he could defend himself to his master. At that point Baalm no longer went around cursing for hire.
