get sole custody of the kids and don't let her back in your house unless she gets clean. it may hurt but it's necessary. haaas she thought about the effect this may have on her children??

So sorry to hear of your dilema.
Yes, chronologically, your daughter is an adult.
No, her behavior is not that of a responsible parent and adult.
Yes, the children are in need of a stable home.
No, your daughter can't continue staying in your house without abiding by "house rules" Her behavior is damaging to the kids.

I would suggest you get Social Services involved.
Speak with a caseworker in the children's protection division.
They can map out a plan of addressing the situation.
The purpose of this course of action, is to face your daughter with an immovable authority -- the court system-- to command her compliance as a parent, to be drug free and to raise her own children. She needs to know she can't just do as she pleases, she has responsibilities.

Many grandparents out there are raising their grandchildren.
The parent for one reason or another is not getting their act together. A stable loving home, with guidance is what the children need most. Bless You for caring so deeply.

If you love her, take care of the children for this one last time while she seeks REAL help into a forced rehab center. She shold not be aloud out for an extremely long time. The people there usually know approximately, depending on the problem, how long the person will be in there for. Trust me I know.

Since you're raising the children anyway, you need to get guardianship of them. If your daughter won't do it voluntarily, you should petition the court. Honestly, what's going to happen to the kids if she ends up dead or in jail? You need to cover the bases in order to protect them. After that, I would seriously kick my daughter out. I love my kids too, but I wouldn't even play that game. Your daughter needs to grow up and if that's what it takes, so be it. It doesn't sound like she cares all that much for them anyway. Those kids are lucky to have you.
