he wouldn't get a new temple recommend. this would disbar him from going to the temple. If a person breaks the commandments it is between them and God as to whether or they keep wearing the Temple Garments.

No one ever "takes away" your recommend. Good grief. To enter the temple, you need a little card called a "temple recommend". To obtain a recommend, you simply have to answer a bunch of questions in an interview, for example: Do you believe in God? Do you keep the commandments? Etc. Certain commandments are specified, such as being chaste, being honest, and you are asked if you are a full tithe-payer. Assuming Mitt Romney truthfully answered, "No, I didn't pay any tithing this year" then he wouldn't be issued a recommend. It's as simple as that.

That would be up to the Bishop probably - not whether he wore his garments or not - but whether or not he could get another recommend...which really, if he truthfully answered "no" that he wasn't paying his tithing, he most likely would not get to renew his temple recommend.

Yes, but he wouldn't be allowed into the temple. Temple Recommends are taken away if a member isn't paid up. (Another mark of a cult)
