I can't seem to make it small enough for a site which requires it to be no more than 100kb

It'd be almost impossible to get EXACTLY 100 kb, but under that would be made just by shrinking the actual photo.

You could also try lowering the color count if you own something Photoshop. The Gimp is also a good(and should I mention free) alternative. There's a function like Posterize or something that you can choose the amount of colors.

If it's an image host that requires less than 100 kb, i'd suggest somewhere else like photobucket or image shack. Most of theirs go into the megabyte range.
