When using aluminum foil, which side are you supposed to use towards the food, and which side should face out? (one side is shiny, the other dull)

It does not matter. Reynolds aluminum says so.

Decide which you want to happen. If you want better relection, put the shiny side toward where you want the heat reflected. (If the chicken is hot and you want it to stay hot, put the shiny side on the chicken) If you do not want the heat to get to something, put the shiny side out.

it is only in the process of making the foil it doesn't matter witch side you use
