Your local or regional library should subscribe to electronic newspaper database services such as Proquest that carries New York Times full text which has full text pdfs of all New York Times articles from 1851 to 2003. If they don't offer that they can give you a referral card to another library that does. Do you live in the NYC area? All 4 of the NYPL research libraries Plus the Bronx and St. George Library Centers have this at their terminals and offer NYT articles from 1995-present online through the NYPL website accessible with a valid NYPL card which are free to residents.

The only library I know that carries back issues of the NY Post is the periodical library on Fifth Avenue, across the street from the main library. Newspapers are a business, all charge.
