The Catholic Church allows marriage between Catholics and non-baptized persons.
You will have to get permission from the bishop. This is because the Church recognizes the tremendous challenge you have ahead of you.

The question should be should they not can they because there is nothing saying they can not, however the Bible warns against being unequally yoked together with unbelievers. If a person is a Christian thy should marry in the faith, a Catholic should marry in their faith, a Daoist should marry in their faith. Unless they are wanting to convert. I say this because as a Christian I could never marry someone with different beliefs as I believe that if one is not a Follower f Jesus Christ they are not ging to make it to Heaven, and the saddest thing would be to see the one you married not be in Heaven with Jesus. So I would say you could marry anyone however a real Christian would not consider marrying a Pagan.

Yes, of course. Catholic respects others as she/he repects her/hisself. You can also get married in church, it is even mandatory for the catholic to always get married in church. When one of the couple is not catholic, the marriage can be preformed along with mass or not. The marriage will have to go through special dispensation.

the catholics have very little problem with marring outside there faith as long as the parent who isnt catholic promises to let the children be raised catholic. I dont know about the others faiths

Yes, they can. It is, however, discouraged, for good reason. The Christian God is absolute. There must be no other gods. Christians are discouraged to marry outside of their faith because they may be tempted to serve other gods to placate their spouses, thus causing them to sin.
