as long as you hook up to your current drainage systems, and you can find someone to do the electrical work, it shouldn't cost that much, it's hard to give a price, for any home improvement, because cost depends on where you live, Electricians where i live get over 90 dollars an hour, other places, less, or more.
If your electrical is up to date, it shouldn't be that hard, but you may need to set up the new outlets to their own breaker. You must call an electrician, and a Plumber, to get a quote. Shop around, you're bound to get a great deal when shopping around. You may want to get a carpenter to create a vent for your dryer, unless you're letting it out a window.
Just as a reminder, washer and dryers, on floors higher than the basement pose certain risks, such as possible flooding, (that could cause floor and ceiling damage.) Banging up against the walls, noiser than they would be in the basement (might not be good, if you have a baby), heat from the dryer. possible soapy smells, and dryer smells, some people dont like. Other than that, it's more convient because it's less stairs to walk up.

It shouldn't cost you too much money for the plumber to put in some pipes. However, make sure you have good house insurance as if a pipe or a hose breaks, you will flood the floor below. Right now, if it floods the basement, what sort of damage is it going to do. On the second floor it will damage carpet, ceilings, electrics, furnishings etc.

Good for you!! It is my crusade to get the laundry closer to where the dirty clothes are generated, not in the basement or in the garage or kitchen!!!
Obvious plumbing connections including the turn off valves, drain connection, dryer hookup.......which is usally 220 v electric......so you need to run a dedicated line for that.......or gas and of course the dryer venting. I doubt you could have a gas dryer in your bedroom.....safety issue. But then if you can have a gas fireplace..........hmmmm.....
Price......wow! It won't be cheap. Get several estimates as it will depend where your bathroom pipes run and access to the wall in your bedroom. If the water lines, drain and vent are on the other side of the wall, you are in luck. If not, then price will be far greater.

If it were me, I'd find a place on the first floor. Maybe near the kitchen.
It's always good to get two or three estimates from your yellow pages in the telephone book. Ask for a written contract as to what they are going to do for you.
Also ask them about putting them upstairs and is there some sort of protection in case of a water leak.

a washer on the 2nd floor is by no potential a stable concept. any water issues you have will wreck the floor and the ceiling below and specific migrate to the partitions. you may surely have mildew everywhere. it fairly is not a stable concept.
