the diet is 80% of the equation when it comes to increasing muscle mass. going to the gym is by far the easy part. if there is not a constant caloric excess in the diet there won't be any increase in muscle mass. progressive resistance provides the neccessary stimulus but the diet ultimately determines the size of the body. start counting cals and increase those cals 10% each week until weight gain occurs. track your body fat bi-weekly to dial in your diet

Well are you eating enough protein? Are you doing 3-4 sets of 6-8 reps which helps build mass? Do you rest? Do you really lift to your max (or do you let your mind quit before your body)? If you answer no to any of these that could be why you don't see any results.
Change things up, try different exercises so your body doesn't get used to the same thing over and over.
Concerning your bolded question, muscle weighs more than fat does, so if you put on muscle mass you will gain weight.

Vary your routines, do 3 exercises per muscle then drink whey protein after your workout, also work each muscle every 3 days...

Dude, muscle weighs more than fat does; so, if you are gaining muscle, then you will be gaining weight. Don't measure your level of fitness, etc by how much you weigh...measure it by what you look like.
