All "off-duty" work I did was a CASH BUSINESS between myself and the owner of the establishment...I worked as an independent contractor with the prior permission of my department supervisors...it would have been considered "official" business if the owner would have paid the department.

that does happen in some area. as if you are hurt, you are hutt on the city books and not the private operators books.
