traveled as a student and only remember using my birth certificate. Could there have been other requirements?

I think I understand now what you are asking. You would not have needed a passport to go from the US to MEX in 1968.

You simply showed a birth certificate if you flew and a drivers license if you drove in.

I used to go to Mex from San Diego on the tijuina trolley sometimes. You never needed one.

Also , the times I have flown to Mexico, you only brought your birth certificate there. The rules were the same for Canada.

Recently, they are requiring US CItizens to get passports to go to Canada or Mexico and the Carribean.

Not sure why you have to establish it / or if you need a hard copy of something. I would try looking for a general policy try the mexico tourism government site. they usually list the requirements for US CItizens to enter their country.

In 1968 if you were traveling with your parents you would of only need a copy of your birth certification. Your parents need only a US drivers license that was changed in the late 80's to a visitors pass which could be obtain at the US airport of departure. Today a passport.

It used to be that we could travel to Mexico with just a birth certificate. I think it was last year when they changed the requirement to a passport.

Birth certificate is no longer needed for a renewal of a passport, just present the old passport in order to request for a new one.
