manual camera (not digital camera)
one in which you can change the f-stop and shutter speed by hand

A film camera? Digital Camera? Manual only? A camera that does everything but has manual settings if desired?

A very nice camera at the moment is the Fuji S6500. As far as I am aware it has manual options allowing you to set the aperture and shutter speed yourself up to about 15 seconds or so I believe.

Search on ebay for a MINOLTA SRT-202 with a 50mm f1.7 or even 1.4 lens. Ask lots of questions - does the meter work? Is the battery compartment free of corrosion? Is the lens clear and free of fungus and/or haze? Some sellers will tell you all that in their description. Avoid sellers who say "I don't know anything about cameras. This was my aunt's so I'm selling it as-is."

You can also check the KEH, ADORAMA and B&H websites for good used 35mm cameras.

The PENTAX K1000 is also a good choice.

I've had some good luck on eBay.

I recommend a used Minolta XD-11. Shutter priority, aperature priority, and manual modes.

Lost of accessories out there in good shape.

You probably mean a 35MM SLR. Shop around for used ones. My friend wanted to see how much he'd get for his SLR. Told him $20-. BUT they turn around and ask $200-. Still that's mere pittance as to what they used to be several years ago. If you shop for a 35mm single lens reflex don't jump at the first offer.
