Japan? I hardly think so. A semitic person would stick out like a nail from a floor board in Japan. The Alien control and registration laws to even take up residence in that country would have the most fervent member of Al Queda renounce "Bayat" (allegiance to Bin Laden) and request mental hospitalization.
As for Europe, there are plenty of Al Queda cells on that continent, occupying Beyits Al Shuhada (Martyrs Houses) while they plan and carry out their attacks. They find fertile soil for recruiting there because Muslims in Europe are treated as "children of the colonies" and are marginalized in those countries.
China had been fighting its own insular group of Salafist Jihadists, operating under the name of the East Turkmenistan Liberation Front, for many years before Al Queda's attack on America. The problem for China is that the terrorists are in the same province which is the site for China's Nuclear Test Site.
