While they never had an independent program to build their own weapons, being a member of the United Kingdom, they had partnerships with England to hide and shield their secrets. Especially during the Second World War.
Much of the British advanced technology would up in the hands of Canadian government agencies and sub contractors.
It would not surprise me to find that the Canadians could have had every technical means to build a bomb if they were pushed to. They did build several high speed jets with the ability to deliver atomic weapons during the early years of the Cold War.

Well...Canada was a part of the United Kingdom until ... 1982?...and before that, the UK had nuclear weapons.
So, that's a definate kinda-sorta maybe.
