Currently, the U.S. purchases an M16 for about $900.00. You, as a civilian cannot do this. You need a federal firearms licence to purchase one of those, and they don't exactly pass them out a lot. As far as ammunition, how big of a (ugh) "pack of bullets" are you talking about? Try hitting this link: http://www.thearmory.com/shopsite_sc/store/html/223_ammunition.html

An M-16 costs between $10,000-$15,000 nowadays (as with most class III automatic weapons, with licensure). An AR-15 (semi-auto M-16/M-4) costs between $900-$1,500. These both shoot the .223 round, and a box of 20 sells for around $5-$15, depending on the type.

And I'm assuming that if you have to ask on Yahoo! Answers, not only are you not ready for one, but you do not have the money/resources to get one. You will probably also be watched pretty closely.

An actual M-16 runs somewhere in the neighborhood of $1500. 5.56mm ammo is cheap.

What will be real costly is the Class III license you need to actually buy an M16. That will cost you several grand, plus another grand each year to keep it.

And my numbers are about 10 years old. It's probably higher now.

Depends on the location of purchase.

In the US it is very expensive to purchase an M-16.

However, you can probably get a black market surplus M-16 in the Philippines for about $100 USD.

I would recommend that you get one of these instead:

M-900 Calico Liberty III

You can get a civilian M16 aka AR-15 non-listed rifle for around $900 to $1000 granted you don't get any expensive add-ons.

A box of 50 good quality .223 ammo is around 25 to 30 bucks. Crap quality stuff runs around 10-15 bucks per box but they jam and foul like no other.

Ammo is expensive, and it's getting more expensive b/c of Iraq.

if you are in Texas go to one of the guns shows and they got AR-15s for about 800 dollars and M4's for about 900 to 1200 dollars.
