First your mother needs to file an I 90 form to replace the card. You are right it is expensive it is $290 to replace the card and it takes awhile plus you may have to pay a biometric fee.

The present filing date is January 2007 that they are working on so I would say about 6-7 months is the wait time.

You might get some assistence on the cost through either a waiver ask immigration if she can get one for this form or maybe through victim's assistence in your area.

Dar, it isn't like getting a replacement driver's license it is a long drawn out process. Most people don't realize it can take up to a year or more to replace a stolen card which is the reason why so many people don't carry theirs on them.

She needs to replace the card immediately. She should borrow the money from you or get it somehow, as she is required to be carrying evidence that she is in this country lawfully.

She does not have to reapply as an immigrant. Just file form I-90 with CIS, and ask for a temp. ADIT stamp in her passport. They will know what this is when she asks for it.

Why should it be long and difficult to replace a government document? She doesn't need to start over, she just needs to report it stolen and get a duplicate.

Replacing the card is not the same as going through the entire process again. A replacement card is probably under $20. If she does not have the card, the consequences can be severe.

The first thing she should do is report it to the immigration office and then they'll deal with it......then she'll know what to do.
