I texted him to ask why he didn't respond to email for 3 hours. He finally did respond mentions he wasn't at computer plus he mentions that I shouldn't have texted him about about not responding to the email. Also, he didn't say anything about joining me for a brew when he responded either. Should I still ask him to join me? What should I do

I would not ask him to join you. He sounds like he's being a real jerk about it all. If he wanted to join you he wouldnt have been so cocky.

Sounds like you are over thinking it.
If you want to ask him to hang out with you, then just ask. Either he will join you or he won't, but you will never know if you don't ask.

If you asked him once, the invite is out there. Don't chase him. If he knows when and where and doesn't show, you'll know he isn't interested.
