1. Tow a Euclid R191 dump truck with an engaged parking brake.

I have no idea why you would want to do that. But if that is what you want.
1. let a lot of the air out of the tires.
2. let the engine idle for long periods of time
3. Move the shifter to a lower gear, and turn off the overdrive.

soak the paper air filter with oil then spinkle dirt over the wet oil... it'll plug the filter and cause it to suck gas instead of air...
for carbureted put in a bad float.. gas soaked..on those with ford, motorcraft and holleys with the round changeable power valve change it for a bad one mileage will be cut in half...
put wide tires on wide Steel non alloy rims it'll increase rolling resistance...
or you could do what my uncle did to a pain in the butt friend...
he subtracted fuel from his tank on his VW Bettle mileage went to about 8 MPG form about 30 something... because he syphoned out fuel after the guy filled up the tank

to decrease? ok accelerate off teh line every time. use the brake pedal and gas at the same time. puncture a hole in your gas tank. many more.

Hahaha... buy an old Caddy with a 500 cid engine... they get about 5 or 6 mpg !!!
