So are you going to ask a question or is this an advertisement for a job?

An "expert" wouldn't likely do that type of work. What you will be wanting is what is known in the business as a CAD Monkey (a CAD user with limited skills). An "expert" would look at scanning and using a raster to vector program, then hire CAD monkeys to clean up the converted vector files.

Then, of course, since it costs more for a single seat of AutoCAD than you are likely to pay your CAD Monkeys for a year, you are likely to be pirating software to do this job so you can meet profit expectations, banking on the lack of enforcement due to distance...

Hits close to home, doesn't it ?

to digitize he plant and machine designs that have been done on paper, u can do it by your self, but u must have a passion to do it.
1. Scan that design. if the design in A0 paper size, copy it and share it become A4 paper size and scan part by part.
if u have scanner on A0 size, u don't have to share it.
2. combine all part by using corel draw, save in (.cdr) extension of file.
3. Import that file into AutoCAD and open it
4. your design is ready to copy/track using AutoCAD tools.
to track it, u need a passion.
