if bob and joe are talking on the phone, and joe hangs up on bob, but bob leaves his phone off the hook, can joe still use his phone? like, will joe's phone sometimes access bob's phone still?

Looking back and reading this, it looks like this is a joke question. Well im being serious, i was just using bob and joe as examples.

It really shouldn't have any effect in Joe's service. In rare instances, there may be some activity if there are any cross wiring or if any cable work is being done.
If Joe hangs up and immediately picks the phone back up, it could still hold the call. He should leave the phone on the hook for 30 seconds before picking it up to make another call.

It used to be a little like that years ago.
But now a computer controls everything. The phone company save a few thousandths (?) of a penny if it hangs up your line when bob hangs up. Multiply that times a billion and you have more money that I earn in two weeks,

no but sometimes you cannot dial on the other end until the connection is broken.
