I don't think so.
Using a bluetooth while driving can and is dangerous especially if you are driving. This is why because if you are on your phone instead of paying attention it can cause an accident. Now if the person were to pull over to take the call that is sensible thing. It doesnt matter if its wireless or not.

No, because you should be free to make your own decisions and be responsible for them.
On the practical side, most cell phones don't support Bluetooth and all those users would be forced to spend more money to comply with your socialist policy.

Driving while Intoxicated causes a lot of accidents.
Driving while Distracted causes a lot of accidents.
Statistically, they are both equally likely to cause accidents.
Thus, we need to improve our efforts to prevent both.
Maybe have a gadget connected to ignition ... it won't start if driver has alcohol on breath.
Maybe have a sign protruding from roof of car that says "arrest me" which goes on if driver is using a cell phone, bluetooth, GPS, Wi Fi, or various other distractions, while driving.
