Actually, the key to flat abs is a COMBINATION of a controlled diet and regular exercise. The first response was great!

Crunches and leg lifts will firm the muscle group, but replacing empty calories with healthy food calories will flatten the stomach. You must do both!!

If it's fat you want to loose, you can't target a specific area. Your body just doesn't do that. As joe_on_drums said, you have to combine healthy diet and exercise.
But if you're almost there, and just want to define those muscles, there's alot for that:
Everyone's telling you situps and crunches, but they won't work if you don't do them right. Also, it's horribly easy to strain your neck doing them if you don't support it properly. If your neck hurts while you're doing it, DON'T CONTINUE. Or you could be in a world of pain later.
There's a yoga move called the table, where you basically get in a push-up ready position. And hold it. Tighten your abs instead of focusing on your shoulder muscles. (Note that if you tighten your butt, it'll help define that too) I'd suggest holding it for 10-15 seconds to start out with, and slowly build in 5-second intervals. A key way to tell if you've worked those muscles with the table: try doing a crunch. If it seems inordinately hard, then however long you held the table was sufficent.

Nothing can do you good better than exercise and healthy eating.
Walk up hill, or jog, or use the elliptical trainer; do 30 minutes or more a few days a week. and Eat healthy; belly fat or thighs or hips comes from deep fried foods, too many sugary foods - so just moderate and dont deprive yourself from anything.
Lastly, situps or crunches - in order to target lower part of your belly, u need most exercises with leg raising. so do crunches 50-100 before you go to bed and right when u wake up!
I used to hate crunches but honestly its the best before bed and right when u get up.
Also if you're able to lift weights, do it !!- remember you cant just lose fat from one part of your body. So by lifting weights, light weights 3 sets of 12 - ull burn more fat and build a liitttle muscle - but more muscle faster fat burn and faster metabolism. and so is the case with Cardio - you speed up your metabolism up to the next 24 hours.
