Local police, report it abandond

I'd guess the only thing you can do is ask around in case anyone has a clue. DVLA won't tell you, nor will the police - all covered by the Data Protection Act. Regarding getting it moved, your local council will do the necessary.

you need to contact the DVLA fee paying team with a letter explaining you intention, if they are happy with it they will charge you £5 i think and give you the info you need, or you can apply to register the vehicle in you name and see what happens if its abandoned and the registered keeper don't want the car. its yours

I managed to get ownership of an abandoned vehicle a few years back (UK) it's not easy but can be done

If the license plate is still on it copy it down and if not copy down the vin number. Then go to your local police station/dmv and tell them what you just told us I am sure they can tell you if it is or not. .
