It can be a mixture of affection and also dominance. Two cats who are not close will not usually groom each other. If both cats groom each other equally, they have quite a special relationship! If it is usually just the one cat grooming the other, it is also a sign that the one grooming (usually the older one) feels that he is above the other cat/kitten in terms of 'social standing' in the household!

My brother and sister cats snuggle up together and wash each other all the time! I think it's lovely to see....must say skye (girl) seems to do more cleaning than Sammy (boy)......hhhmmmmm !!
