I mean if they look straight into a lightbulb, is it brighter for them? Or is it complete darkness.

There are different degrees of blindness. In some cases of legal blindness, the person can detect shadows and see light and they are classified as legally blind. See the link below for more information on the topic.

"Blind" is a very variable term.

Yes, some people do have no perception of light at all.

However, the majority of people registered legally blind have some vision. In most countries best vision (with best correction) at or below 6/60, 20/200, qualifies as legally blind.

But people can have *much* better vision than this and be legally blind if they have extensive loss of field of vison.
Someone with Retinitis Pigmentosa might be able to read the smallest print, (in a small area) but have great difficulty walking down a street.
Someone with macular degeneration could have excellent peripheral, "navigational" vision for getting around, but not be able to recognise the face of someone right in front of them.

Well it depends on how blind they are. I have a sister in law that is legally blind and she can see shadows and some lights. But I think if you are blind you can't see anything but darkness.

It really depends on the degree of blindness. I work in a Visual impairment School and some pupils see brightness (sunshine) and vivid colours and some are in total darkness.
Every individual is different

If you can see any light you are not blind. I know what you saying though, when you close your eyes you can see some light when it beams right at you. However, blindness is not simply closed eyes its deeper within the eye and brain.
