It's 1 to 3.
1 part dry to three parts fresh. That goes with ANY herb.
So, there are 6 teaspoons to your 2 tablespoons of fresh garlic.
1/3 of that is 2 teaspoons of garlic powder.
So, 2 teaspoons of garlic powder.

Use 2 teaspoons garlic powder. Now if you like garlic, then use 1 Tablespoon. (3 teaspoons = 1 TBSP)

definitely NOT 2 tablespoons! dried herbs and such have a more intense, concentrated flaver than fresh herbs. i personally would start off with no more than a TEAspoon, and taste and go from there. if you don't want to mince the garlic yourself, there are jars of it in the produce section of the grocery store, i use it, and my hands don't smell like garlic for the next day.

Don't sub powder for fresh minced. The result is not the same at all. It is very easy to mince garlic or as someone else said buy the minced in a jar but don't sub powder for garlic

Don't use garlic powder! There is NO comparison between fresh garlic and garlic powder. It's important to the recipe. All you need is a garlic press and fresh garlic from the market... both very easy to get.
