If the meat has been defrosted in the refrigerator and not gotten to over 40 degrees it is safe to refreeze.

NO.
NEVER refreeze defrosted food unless it's been cooked first. I buy smaller cuts, or I cut it into smaller portions once I get home. Same with sausages. Bag them two or three a bag then you don't have to pull 12 out when you only want a couple.

If the center is still icy you can refreeze with not problem. If in doubt, cook it all and freeze what you don't use. Then the next time you need beef it will be cooked.

Only if it's STILL frosty.
There are all kinds of chemical and structural changes that happen to the raw meat cells when it's re-frozen and re-defrosted.
You'll end up with a texture that you won't recognize as meat.
Not to mention the possible germy things.
You can cook the whole lot and freeze the cooked meat.

not unless you want be ill. I would suggest roasting the whole thing, and then putting whatever you don't eat in the fridge. It will keep like that for at least a couple of days and makes fantastic sandwiches, or you can chop it up small and use it to make a cottage pie. (fry with onions and stock, put in a baking dish, top with mashed potato and bake for 40 mins)

No, never refreeze meat once it has been defrosted. Make a nice casserole or something with the other half and then freeze it.

Defrosted meat is safe to refreeze as long as it was thawed in the refrigerator. If there is a power outage, frozen meat should remain safe for approximately two days in a closed, full freezer and one day in a half-full, closed freezer.
