No, a increase of fees will not make them more efficient
As a retired government worker, I can say with inside
knowledge that no matter the fees most public servants have not only cop an attitude, but have no fear of repercussions from their lackadaisical behavior. If you are wondering if I behaved in that matter, no, and that was one of the reasons I retired early, because my fellow workers had little use for anyone who put the needs of the public over their lazy, i could care less attitude. When you have a big bureaucracy those in charge are more interested in empire building than the needs of the public, and they want their employees to loyal to them, not the people they serve

Government by nature is extremely inefficient and that is why it is incredible to see groups of Americans calling for more government. The General Accounting Office should be given the budget and teeth to create turnover in the bureaucracy and to replace these stagnate worthless employees with ones that will at least try and do the job.
Government will never work efficiently as long as there is no accountability.

does any bureaucrat ever work fast, they are trained to do the bare minimum and create hurdles in every thing simple so that their importance is not lost and the poor tax payer is made to feel that they can not do without them, when in actuality we all would be so much better without 80% of them , as the management wizards admit that 20% do 80% of the work and vice-versa, so lets dump the 80% and we will all be much better off. the same goes for the politicians, but that at a later time?????

I don't think so, after their last increase a few years ago they also promised faster services but that never happened. I wouldn't expect it to happen this time either.

I think it is supposed to impact those whose background checks took more than 6 months, mostly, and spread the cost over all immigrants.

They are very backlogged and need to do a thorough investigation of every application. It will just take time.
