They aren't discouraged,

But, it is always better to enlist a former Air Force personal who is already trained in the specific job.

That way they don't have to worry about sending them to Tech School to be trained.

Plus, right now, with the active AF downsizing, there are plenty of prior service AF people willing to enlist in the AF Reserves and National Guard.

Think about it, if you needed to recruit a jet engine mechanic, who would you rather recruit, an Army Soldier, or a Air Force jet engine mechanic?

Most of the AF reserve comes from prior service including the ARMY. They just look for quality people. If someone is qualified and wants to join the AF is more than happy to put them in

They are not discourged from taking anybody. They do have quotas to fill. There are plenty of people who have spent time in one service and then come back in another. Every branch of service is willing to take prior service people because they already know they have part of what it takes to make it through basic training or boot camp. They are that much ahead of new recruits

They get a quota that is broken down into catagories. If thier quota does not include Prior Service then there is no incentive for them to sign them up.
