Unless it's on a farm, at a family business, or acting, then you have to be 14. Each state has it's own laws regarding when and how often you can work according to age, but the federal govt has enacted a minimum standard...state laws can expand further restrictions.
However, at 14, there's not much you can do. You're pretty much limited to something like working a cash register at McDonalds, or bagging groceries/bringing in carts at a grocery store. The biggest obstacle is convincing an employer that you are worthy of hiring at such a young age. They want to know they aren't just going to be providing your parents a free babysitter.
My advice is to first start out volunteering in your community. Get involved in something that interests you and gain some experience. If you do that, then maybe at 15 you'll be able to get a job at a place you would enjoy working. Just think of your career potential if you began working for a company while you're only 15 and stayed there through college graduation....and continued working there for years to come.
Oh, and by the way, not all states require work permits anymore. In fact most dont. Check with your school to find out what the laws are regarding the hours you're allowed to work, and whether or not you need a permit. Here in Florida, you need nothing....but at 14 you can work very very few hours a week while school is in session.

legally in the U.S. you can get working paper sat age 14, however these working papers are for minors meaning there are some regulations, like you cannot work past seven p.m. You can get these papers by asking at the main office at your school or your school nurse. Anyway even thoguh 14 is the legal age most work establishments hire 16 or even 18 yr. olds because they are skeptical about younger teens. But i got a job when i was 14 at McDonalds, and later on in my life at Ralph's Italian Ices..it wasn't until i was 16 that i first got a good paying job. Good luck!

Depends on the job, and on your location. Many states have laws restricting the hours teens can work, and the jobs they can have - and there are often distinctions made in those laws for under 16 and under 18. And while employers have to follow those laws, they might have stricter requirements.
You could check with a couple places you'd like to work and ask them.

15 and most states require you to have a work permit then. If you're not officially working somewhere (you don't have a contract) then just about any age.
