The folder is divided into 12 parts. What would be a good way of dividing up food into those 12 parts? For example, meat, dessert, sallads... ?

Go look at a recipe book and see how they have thier items labled. This should help!

Mine is organized weird, but it works for me. The first part of the binder holds take out menus. Then the next section is my favorites section. Then appetizers and dips, then bread, red meats (including veal), then chicken, then pork, then pasta, then soup, then veggie sides. No desserts, but I'd put that the miscellaneous at the end.

Those are great to start with. Definitely have a favorites for your go-to recipes. Sub-divide into whatever works best for you and what you use most.
Meats-do you use more chicken, beef, poultry?
Just make it to suit your own personal needs and it will work out fine!
