Back in the bad old days whenit wasillegal to be a Witchin Queensland, I had my tools (etc) violated by a Zealot Cop. (not to be confused with a very dear Pagan Cop I know).
I spent many years just visualising what I needed, when I needed it. In the evening, I'd just walk out to the naturestrip by the street, sit on the ground & work quietly. NO candles nothing that could be consiscated, damaged or otherwised used against me.
OK recently I've felt a pull towards some tools, but that's just a recent development.

I'm a pagan, not a Wiccan, yet a Hedge witch, so I'll answer just in case as I fulfill 2 of your three requirements. 66% being better than 33...
I stopped using all external tools about 36 years ago. I found my circles became stronger, more effective and lasted longer. I cast the circle with my mind's eye. This also means that I can cast a protective circle that works 4000 miles from where I am, protecting my family members when needed.
Doing it this way also means that my circles are not necessarily tied to one area but can be movable protecting someone as they go through life. This is something that I never really thought could occur until I successfully set one up, and I never read about anyone else doing just that.
It also means that no one can profane my tools, without profaning me.

Dearest Ariel,
I use a small wand made out of hickory wood, about the length of my arm, polished and lovely, with an amethyst crystal on the end. It is light and straight and has been charged with radiant energy. It feels warm in my right hand when I use it. If it is not at hand when I feel the need to connect, I just use my right hand, index finger, and the power comes from within just as well.
We have a date on Friday, I am looking forward to all good things!

Usually I use either my oak wand that I made myself, or my athame. I haven't as of yet charged my sword so I haven't used that one yet. I suppose I could use my oak staff that I made myself but I just haven't as of yet. But whether is it the athame or the wand I made sure to use the other for the symbolic great rite because I usually anoint the one for casting circle with oil before casting it and I don't really want to get any of the oil in the cup that I will be drinking from.

As a heathen, I don't cast circles . . . but I've been known to open a few doors . . . *G*
For hallowing, I use a large antler---most heathens would use a hammer of some kind, usually a small hand sledge, but I'm a Freyrsman. It's a "shared UPG" among us.
For larger rites for groups, sometimes I'll walk the boundaries with fire, or pour offerings to the corners.

Usually my athame. A inexpensive double edged small knife I bought at a Ren Faire a few years back, but I sometimes us a wand I made from fallen trees in my yard, and have a pirate sword I will use sometime in the future.
Other times I just use my hand or mind depending on where I am.

Usually my athame, occasionally a bear skull rattle for special occasions, and my hand if nothing's available. I mark the four directions with metal candle holders, with the altar in the north.

When I was Wiccan I used my athame but sometimes if I didn't have it I just used my hand. It's all the same, as long as you can direct your Will.
Now though I don't cast a circle. Seidr doesn't use circles.

Usually just my mind, but in coven circle I'll sometimes use a sword. I'm working on a staff right now, but I don't know ir I'll use it for casting circles, or for something else.
