I think your features definitely go best with your natural color within two or three shades difference. I am a natural blonde (BRIGHT blonde) and dyed my hair black after a break up....(don't ever do that!) Though people said it didn't look bad, most people said that I looked a little strange but they couldnt put their finger on it. I even dyed my eye brows so there were no tell-tale signs of my past blondness.
I think if you eased into it you could stop at a comfortable shade for you. Depending how dark your hair is, I would start out with all over highlights in caramel and then a few blondies on the front pieces that frame you face (often called tennis highlights b/c if you hair was in a pony tail those are the pieces that would get the most sun, thus getting the lightest.) If you like the look, have a stylist do all over highlights with the blonde as well a few weeks later. Your hair will have alot of dimesion with the dark, medium and light shades (concentrating most of the blonde highlights on the top half of your hair...prob. ears upward.)
The caramel hightlights might seem superflous but they will really help transition between the darker brown (your natural color) and the bright blonde so you do not look like a skunk. I have seen that look on many a girls with dark brown hair who want blonde highlights. Its not pretty!
I highly suggest taking it step by step as you lighten and not pulling a Lindsey Lohan (beautiful chestnut red straight to WHITE BLONDE! EW!) ...one because it is damaging to hair and two it will give others and yourself a chance to adjust.

I'd say look in the mirror and image yourself with blonde hair. If you think you'd look okay then do it.
My friend was italian and had very dark eyebrows, dark hair and dark skin colour. She dyed her hair blonde, first ginger, the next week blonde and it looked really stupid. Go to a wig shop and try on a blonde wig or something. I have jet black hair and my hair actually started to fall out after bleaching twice because it was ginger.

LOL - made me chuckle. I've got jet black hair and after a drunken BBQ a couple of weeks ago I dyed it blond. It came out a bit ginger so a couple of days later i dyed it again and now it's blond through n through - A total change but looks good - Go for it

As a hairdresser now for 10 years, its not necesserily your skin tone you need worry about.
It is the hair type and courseness etc.
What type are you<
Pale skin, fine hair is good for bleaching.
Medium tone and fine-normal hair is ok for bleaching.
Medium tone and normal wavy hair highlights only.
Dark skin, curly or course hair is NOT good and would recommend lighter tones as streaks only.
Also the condition of your hair is important. Weak damaged hair will just split and look brassy if bleached.
What ever your type i only ever recommend blonde as highlights. If you really like them and they look good, just have it done again, to lighten even further.
People like christina and gwen stefani have white blonde hair also have lots of money and time to spend in the hairdressers, although they look good its not a practical colour to maintain!!

I do think if you are black, blonde is not flattering...but if you are not quite that dark then you can make it work~ you can always make it funky with some low lights to accomodate for dark skin or some people purposely leave dark roots too....I love the low lights personally....I think blonde is better for dark people than for fair actually! go for it
